Extract of letter from Viceroy to Mr. Fraser. I
(24 March 19042 1906)
I beg also to acknowledge receipt of your former letter recommending the engineer Kinder. The present intention is to engage someone for the special duty of resurveying the trace of the Canton-Hankow railway and drawing up detailed plans thereof and of the actual location of stopping places and stations. When it comes to the building of the sections in the three provinces, it will be for each province to engage engineers quite apart from the engineer for the present resurvey of the trace of the line. I should be grateful if you would at once ascertain from Kinder whether he is willing to undertake this task and how much he would require roughly for monthly salary and expenses, so as to enable me to consult Hunan and Kuangtung by telegraph and make a further communication to you."
